About Century Park

Development Concept

K&H Developments wishes to retain the site’s original vision to create a connected community, with access to essential amenities and green spaces, welcoming a balanced urban lifestyle. An inviting main street will connect residents and visitors to commercial services and to tenant buildings. This pedestrian friendly hub will serve as a space to gather and create a welcoming community.

Transit-friendly development means a greener future, closer to home. With its proximity to Century Park LRT Station, the site is poised to become a transit-oriented development. The City of Edmonton considers the site to be a priority growth area, with the Capital Line South expansion at Century Park to Heritage Valley beginning construction in spring of 2025.

The Application 

K&H Developments is applying to rezone the Century Park site from Direct Control (DC2 1228) to a new Special Area Zone. A Special Area Zone is a site-specific zoning tool within Edmonton’s Zoning Bylaw. It creates a new standard zone that applies only to this site. This tool is proposed because it is more effective than the current DC2 zoning: it reduces barriers to development, streamlines permitting, and better supports the long-term vision for Century Park.

The Century Park Special Area Zone will establish clear standards for street design, building orientation pedestrian connections, and architectural design. It is intended to guide development as the site is built out in phases, aligning zoning with the developer’s current building approach and ensuring flexibility for future growth. The Century Park Special Area includes two new zones:

  • Century Park Transition Zone (CPT) maintains the existing development rights under the current DC2 zoning for properties already constructed.
  • Century Park Mixed Use Zone (CPMU) introduces a new mixed-use zone, based on the City’s standard Mixed Use Zone (MU), to guide the development of the remaining blocks.

This approach maintains the original vision for Century Park while providing a simpler, more adaptable framework for creating a transit-supportive, pedestrian-oriented community with a mix of housing, retail, and public spaces.

The site is currently zoned for a Direct Control Provision (DC2 1228). This means there are prescriptive rules written for this specific site which limits the flexibility in development. The DC2 was most recently approved in 2017, since then, our city has seen many changes in housing needs. K&H Developments is seeking to amend the zoning to a new Century Park Special Area to allow more flexibility to create housing to accommodate various income levels and lifestyles.

The existing Direct Control Zone is a customized zone that establishes unique regulations for the overall development of Century Park, based on the specific building design and intent of the previous landowner. When the original Direct Control Zone was created, it was needed due to limitations within the Zoning Bylaw at that time. Since then, Edmonton City Council passed a new Zoning Bylaw 20001 with new zones that better align with the overall vision for Century Park. The new bylaw has been written to promote mixed-use development that includes access to services which aligns with the City’s goals to address and provide near-future solutions for Edmonton’s housing crisis. The Special Area zone aligns with the City’s new Zoning Bylaw while also providing clear direction for the development of a private street network within the site.

Yes. In the Spring of 2025, a land use amendment was submitted under a Mixed-Use Zone and nearby residents were notified of the intent. The planning process is often iterative, to establish the most appropriate bylaw mechanism that supports the design of the project. The application did go forward to Edmonton’s Design Committee and received positive feedback for the site’s vision. After discussions with Edmonton’s Planning Department, the vision for Century Park is better suited under a Special Area Zone.

The proposed Mixed Use Zone aligns with the City’s Transit Oriented Development Guidelines, which assists with the integration of transit and land use in station areas. The guidelines include parameters around residential and employment densities. The TOD goal is to: improve livability, shift transportation modes, sustain the environment, transform urban form and diversify Edmonton’s economy.
